Career Development Loans From 1 April 2001, the IAG Partnerships have been given the responsibility of endorsing Career Development Loans (CDLs) in England. The directions from the DfEE are: 'Any CDL applicant may approach the IAG Partnership for endorsement of their application. Two categories of applicants must obtain endorsements: those seeking 100% course fees because they have been out of work for three months or more at the time of application; and those who are employed and their employer is either contributing to the course fees, or if the course is full time their employer will still be paying their wages or salary.'
