Welcome to LSIS Policy Update 2010 Number 12, compiled by Angela Nartey. It covers news stories from 9 to 22 October 2010. Angela writes:

This is a bumper edition following the Spending Review announcement on 20th October 2010. You will already have seen our summary but we have included this and added early sector responses and a few bullets which highlight emerging detail - for example; in higher education, David Willetts has confirmed that part-time students will be eligible for loans to cover the full cost of their tuition, on the same basis as full time students; and DCLG will set out plans to implement the first phase of Community Budgets in 16 areas from April 2011. We will continue to provide you with the policy detail as it emerges.

Highlights from this edition include:
